PRÓXIMO TALLER DE LA ECHA PARA PYMES, BRUSELAS 10 – 11 DICIEMBRE 2013

La Comisión Europea y la ECHA quieren oír la voz de las PYMES

El próximo hito para el registro de sustancias establecido por el reglamento REACH para aquellas que se ponen en el mercado europeo en cantidades pequeñas (menos de 100 toneladas anuales) ocurre a mediados del año 2018, este último hito va a afectar seguramente a un gran número de PYMES que, dado sus limitados recursos, pueden encontrarse ante un importante dilema técnico y económico.

La Comisión Europea y la ECHA son conscientes del desafío que se avecina para las PYMES y quiere consultar su opinión e inquietudes; para ello ambos organismos organizan un taller en Bruselas para los próximos 10 y 11 de diciembre del presente año para escuchar su opinión y para ofrecerles la oportunidad de que puedan intercambiarla con otros actores similares en el ámbito de REACH.

donde pueden encontrar un corto formulario para rellenar y en el que podrán indicar cuales son los temas que en su opinión deberían tratarse y también su deseo de participar en dicho taller en el que lamentablemente tan solo podrá acoger a 50 personas. Los gastos de viaje y alojamiento para las PYMES serán reembolsados.

The European Commission and ECHA want to hear the SME’s

The next deadline established by REACH for those substance marketed in Europe in small quantities (less than 100 tons per year) will occur in mid-2018, this last deadline will surely affect a large number of SMEs which, given their limited resources, may face a major technical and economic dilemma.

The European Commission and ECHA are aware of the challenge ahead for SMEs and want to seek their input and concerns, for it both agencies organized a workshop in Brussels on 10 and December 11 of this year to hear their opinions and to offer them an opportunity to exchange and discuss with other REACH actors.

where they can find a short survey to fill out and where they can indicate which kind of topics they would like to be covered and also their willingness to participate in the workshop in which unfortunately only 50 people can be accommodate 50 people. The travel and accommodation expenses for the SMEs will be reimbursed.

ECHA/PR/13/33. LA ECHA PUBLICA EL INFORME SOBRE EL 2º PROYECTO DE APLICACIÓN DE REACH

El 2º Proyecto de foro de la ECHA sobre aplicación de normativa se centró en el control de la conformidad de la actividad de los usuarios intermedios - en particular los formuladores de mezclas - con los requisitos esenciales de los Reglamentos REACH y CLP.

La fase operacional del proyecto se llevó a cabo entre mayo de 2011 hasta marzo de 2012. Las autoridades nacionales competentes inspeccionaron 1.181 empresas que cubren 6.900 sustancias, 4500 mezclas y 4500 fichas de seguridad (FDS). La mayoría de las empresas inspeccionadas eran pequeñas o medianas. Más de la mitad de las empresas inspeccionadas no sólo eran activas como usuarios intermedios, sino también en otras funciones como, por ejemplo, como fabricantes, importadores, distribuidores y representantes exclusivos.

En total, el 67% de las empresas inspeccionadas no cumplían con una o más disposiciones de REACH y CLP. Los incumplimiento más comunes  fueron los relacionados con infracciones de pre-) registro REACH (8%), la notificación CLP (15%), el hecho de mantener la información adecuadamente (20%) y con medidas de gestión de riesgos deficientes (12%).

Tan sólo el 3% de las empresas no tenían disponibles la FDS. Sin embargo, el 52% de las FDS mostraron deficiencias. A pesar de la alta tasa de FDS defectuosas, los inspectores constataron una mejora en los formatos utilizados y en la disponibilidad de las mismas en comparación con las inspecciones anteriores. Los resultados también mostraron que el 93% de los trabajadores podía tener acceso a la información relevante de las FDS. Sin embargo, la práctica muestra que la tasa real de acceso era, de hecho, inferior al 79%.

ECHA/PR/13/33. FINAL REPORT OF THE SECOND REACH ENFORCEMENT PROJECT PUBLISHED.

The ECHA Forum's second enforcement project (REF-2) focused on checking the compliance of downstream users – particularly formulators of mixtures – with the essential requirements of the REACH and CLP regulations.

The project's operational phase was carried out from May 2011 until March 2012. The national enforcement authorities inspected 1 181 enterprises covering 6 900 substances, 4500 mixutres and 4500 safety data sheets (SDSs). The majority of the inspected companies were small or medium-sized. More than half of the inspected companies were not only active as downstream users but also in additional roles, e.g. as manufacturers, importers, distributors and only representatives.

In total, 67% of the inspected companies were non-compliant with one or more provisions of REACH or CLP. Non-compliance was most commonly related to contraventions of (pre-)registration (REACH, 8%), notification (CLP, 15%), failure to keep information (20%) and having deficient risk management measures (12%).

Only 3% of companies failed to have the SDSs on site. However, 52% of the inspected SDSs showed deficiencies. Despite the high rate of defective SDSs, inspectors noticed an improvement in the formats used and availability of SDSs in comparison to earlier inspections. The findings also showed that 93% of the workers could have access to relevant information from SDSs. However, practice shows that the actual rate was, in fact, lower at 79%.

Seminario 2013 de la Bolsa de Metales de Londres

Cada año el Seminario del Metal, organizado por la bolsa de metales de Londres, congrega a más de quinientos delegados procedentes de todo el mundo. El seminario del año 2013 se celebrará el lunes 7 de Octubre el Centro de Conferencias Reina Isabel II, en Westminster, Londres.

La Bolsa de Metales de Londres, como la referencia mundial que es a la hora de la configuración de los precios, ha de ser tomada como una de las mayores autoridades en cuanto al negocio de los metales se refiere. El programa de este año incluye conferencias acerca de la situación económica de las áreas de mayor consumo de metales como son Asia, Norteamérica y Europa; así como la situación general de la cadena de suministro de metales.

London Metal Exchange Metals Seminar 2013

Each year the metals seminar, organized by London Metal Exchange, is attended by more than five hundred delegates from all around the world.  The 2013 seminar will be held on Monday 7 October at the Queen Elizabeth II Conference Centre, Westminster, London.

London Metal Exchange, as a global price setting reference, represents the most important authority concerning world metal trading. This year's program will include presentations on the economic outlook for the major areas of metal consumption - Asia, North America and Europe and an analysis of metal supply.

REACH Update

By the second REACH deadline, 9.084 registration dossiers have been submitted by 3.215 companies to the European Chemicals Agency (ECHA).

The final number of successful registrations and substances submitted will be available in early September when all dossiers have been processed.

The second REACH registration deadline was on 31 May 2013, covering ‘phase-in’ substances manufactured or imported in the EU at tonnages between 100 and 1000 tons per year, except for the most hazardous substances, which were registered in 2010. ‘Phase-in’ substances are those that have long been on the European market or what is the same “existing substances”.

Most of the substances were registered by groups of companies working together in joint submissions (82%). The joint submissions have one lead registrant and, on average, 3 members.

Since the start of REACH in 2008, a total of 6.598 substances have been registered. The last REACH registration deadline for substances manufactured or imported in the EU at or above one ton a year is 31 May 2018
